What this PR is about?

This PR fixes the command that is mentioned in the PR template and removes sentences speaking about labels.

Nice contribution! Thank you a lot. I have to confess I did the pr template at the very beginning of the project and lot of things have changed after... Switching from yarn to pnpm for example. Could you just rename test-changed by test-affected ? Would make more sense in a nx jargon
