Auto-moderation of public timeline

Waiting for users to send reports is only so effective. We have to point our anti-spam solutions at the public timeline so they can detect spam quickly, hopefully before reaching our users.

Currently, Ivory's design is oriented entirely around acting on reports, all the way down to its base classes. All of the tasks for this will need to be broken into separate issues.
