ASA: Fuel type descriptors for percent conifer and grass curing

Describe the task Adding to both fuel type infographic and the bullet, the minimum percent conifer and the minimum percent grass cure resulting in advisory conditions, in mixed wood and grass fuel types respectively.

Acceptance Criteria

• [ ] Add the percentage next to conifer and grass curing fuels in the advisory bulletin, e.g. O1A (65%).
• [ ] Extract pixels out of the % conifer, grass curing % grids where HFI pixels are lit, and grab the minimum values for each respectively.

• PC grid = percent conifer, grass curing, TBD (hold until SFMS modernization?)
