ASA: Input/Output storage for critical hours

Describe the task Store the inputs and raw outputs of our critical hours job as raw data in object storage that we can feed back in and recalculate. This'll help us debug critical hours calculations.

Acceptance Criteria

• [ ] Run parameters, weather inputs and stations, everything that goes into the calculate_critical_hours_by_fuel_type function in structured JSON file.
• [ ] A script to ingest that data so that it can run the same job with those inputs is available
• [ ] Script allows to select data to process by station id and/or fire zone unit
