Morecast: Wind direction toast for empty forecast

Actual Behaviour

Morecast will surface and error saying wind direction can't be missing, even though you've only entered in forecast inputs for another row.

Steps To Reproduce

1. Go to morecast
2. Select a date range that allows for multiple forecast rows
3. Attempt to forecast a valid forecast for one of those rows
4. See error.

Expected Behaviour

Morecast should allow you to submit valid forecasts one row at a time, even if you have a longer date range with multiple forecast rows
