SFMS: Write generic grid resampling functions

Describe the task A function to resample an input grid to a desired resolution, and grid alignment (cells need to line up, same origins)

Acceptance Criteria

  • [ ] Generic Functions to Up sample/down sample a grid to a Reference Grid

Additional context

  • e.g. resample RDPS grid to fuel grid (10km to 2km)
  • Consider: Bilinear/Bicubic function
