Resample weather grids to match fuel grid

Describe the task A function to resample an input grid to a desired resolution, and grid alignment (cells need to line up, same origins)

Acceptance Criteria

• [ ] Upsample lower resolution grid to fuel grid first, if a higher resolution input, reproject then downsample
• [ ] Fuel grid is the template resolution and origin, an input to this resampling function is transformed to that resolution/origin

Additional context

• e.g. resample RDPS grid to fuel grid (10km to 2km)
