Reading the issue Facing issues while trying to run the web server on my remote instance #163 and the suggestion of @WadeBarnes in https://chat.hyperledger.org/channel/indy?msg=G5gqEhgApQyb8qKFX allow the GENESYS_URL to point to a local file (inside the container). So you can mount a volumen to the web server container and point to then to read genesis file.
