Test Traction with the 0.12 ACA-Py RC

Build a Traction deployment (including plugins) that pulls the rc3 (upcoming) image and python libraries and smoke test. See if the following are fixes

TAA caching issue
OOB invitation acceptance (from BC Wallet) error

Still going, rc0 had multitenancy issues, rc1 has revocation notification issue, trying with pre release before rc2
