Add support for the did:webvh plugin to traction

Update the deployment of Traction to include the did:webvh plugin, and design (with consultation with others...) and implement a way to use did:webvh.

The point about the consultation is that likely both technical integration work needs to be done, as does some consideration of the governance that BC will require in deploying its did:webvh DIDs.

A nice to have on this would be a tutorial for Traction (like this one) updated to use a did:webvh DID. The tricky part of that is having an active, demo, did:webvh server available.

@swcurran the deployments have been updated to include the WebVH plugin. I believe you and Patrick are working on the tutorial: for the "how to use WebVH" were you thinking updates to the TenantUI or just documentation on how to do things?

If it is the TenantUI we can keep the issue open until we sort out exactly what to do there, otherwise I think this could be closed since using WebVH is more general than just for Traction?

Agreed we should close it. UI updates can be added in the future -- once we get a better feel for using it.
