Tweaks to workflow for deleting old images

The workflow used to delete old container images was recently updated to use the latest version of the action used as a dependency. There are, however, a couple of items that may need attention:

  • images tagged with the commit sha256 short form will currently NOT be deleted
  • old PR images also seem to be left in the repository - this may be addressed in the on_close_pr action

This issue is stale because it has been open 30 days with no activity. Remove stale label or comment or this will be closed in 5 days.
