Use authentication decorators
Once this PR in ACA-Py is merged, endpoints will not be protected by the middleware and decorators will need to be added to the route handlers to explicitly require tenant or admin authentication.

No that would be a GH auto-close. I believe this still will need doing to sync up with the work Emiliano did in ACA-Py once there's a planned release.
I'm setting pin status so GH keeps it.
