In the Tenant UI add tooltips or some help text on the disabled "Issuer" feature buttons
As a Traction Tenant UI user if I am following the lab instructions for the Hyperledger Aries/AnonCreds Traction Sandbox Workshop and I miss Lab 1 step 4b I want to know why I can't add my schema (or any disabled Issuance functions) so that I can suss out which steps to do.
Come up a couple times this week (cc @swcurran ) We should probably help with this (regardless of lab instructions) in some way with a tooltip or something on the disabled buttons saying where you can request issuer elevation.
