TFRS - 2023 Exclusion report bug in prod

Describe the Bug In TFRS prod, exclusion report #2719 was submitted by a BCeID user. On the IDIR side, the exclusion agreement shows that nothing has been input in to any cells and that the drop-down options and free text cells are available to the IDIR user to select.

Expected Behaviour The expected behaviour for an exclusion report is that the rows in the 'Exclusion agreements' tab of the report show entries made by the BCeID user as viewable only. There should be no option for the IDIR user to change the data in the report.

Actual Behaviour Exclusion report #2719 is a 2023 that is showing no data in any of the rows, and is allowing for an IDIR user to input data.

Implications The implications are: 1) An IDIR user with the analyst role can not see any data that was input to the row(s) of the report. 2) An IDIR user with the analyst role can choose input's for this organizations report (although it has not been tested if they save as this is in production).

1. Go to Exclusion Report #2719
2. Click on 'Exclusion agreements' tab
3. See error

Notes

• BCeID user said that the report had been sitting in a draft state for awhile.
• As an IDIR user, once you attempt to put any data in the report, if you navigate away from the page and then back, the option to input anything is removed and the view only table is displayed (with no information still).
• This is the first exclusion report the supplier has submitted for 2023.
