Build Road Watcher to support road restriction updates from RDM API

Road Watcher will gather road restriction updates from the BC Road Restriction Data Manager and make them available to running Route Planner nodes to allow OnRoute users and permitting authorities to see RDM updates applied within minutes of their creation.

Road Watcher will periodically poll the BC RDM for updates and put them into a data-store that is accessible to all running route planners via an internal API.

In the future, Road Watcher will be expanded to monitor various road network data services for real-time traffic, road incidents, scheduled road events, etc. These services may be provided by the Province (e.g., Open 511) or local road authorities.
