In Routable BC Maker, add support for acquiring Road Restrictions from a Restriction Data Management Service

Routable BC Maker must be updated to also acquire road restrictions from a Restriction Data Management (RDM) Service. An RDM Service supports static, temporal, lane-based, and commodity-based road restrictions on vehicle height, weight, length, and width.
