Build batch route planner as a CPF plugin

Need one or more plugins to support routing lists of routes. Need to support the following requests:

  • /route
  • /truck/route
  • /directions
  • /truck/directions

This is needed for Route Planner Validator to validate route benchmarks against new releases of Routable BC, the routing-ready road network data. OnRoute needs such automated validation to meet their tight timelines on Routable BC updates.
