Time Dependent Turn Restrictions default to allow when Time Dependency is off

If the Time Dependency feature is disabled (disable=TD), time dependent turn restrictions default to "allow" - this might not be ideal, particularly in the case of truck routing, with turn restrictions the span a significant portion of the work day. It might be better to calculate a longer route that works around such restrictions when TD is disabled, given that we probably want to return at least a "legal" route if not optimal for an unknown time of day. Could possibly have a query parameter to force these to disallow, or possibly always disallow them for trucks? Or possibly dependent on the number of hours the restriction is in place? There is some room for better smarts here.
