Some 404 links in VC-related readme docs

Was just looking through the Verifiable Credentials documentation here randomly and noticed the links out to the governance documentation don't work at the moment.

• On https://github.com/bcgov/mds/blob/develop/README.md#verifiable-credentials the "Administering Authority for the BC Mines Act Permit" link
• On https://github.com/bcgov/mds/blob/develop/docs/verifiable_credentials.md the "governance documentation" link

Looks like the governance doc was moved under a bc-mines-act-permit directory and then a further 1.1.1 version num directory. So not sure if the MDS docs should link to a specific version number directory or not...? Maybe question for @Jsyro

As well, under https://github.com/bcgov/mds/blob/develop/docs/verifiable_credentials.md#oca-bundle the OCA Explorer link 404s now as I believe the location of that app has been moved.
