Caddy Setup/ Push to test

Describe the task Once dev pipeline is 100% up and tested, we need to add caddy to make it easy to deploy to each environment.

Purpose To update Keycloak in prod

Acceptance Criteria

• [x] Create Backend and Frontend Services in Test environment
• [x] Create Backend and Frontend Routes in Test environment
• [x] Everything successfully deploys to test
• [ ] User testing and fixes if necessary

Additional context

• Make sure others test the app in the test environment

Want to "restore" prod database to test environment for testing and to make sure we know how to restore it

When the users test this portion, please know that the "dots" on the map will not currently show up, but should in prod. The data will also be seed data for now. Working on pulling in the prod database to test for a better testing experience!
