PID input on Report Submission/Editing page: not considering the dashes

As a user I want the GWELLS accept PID inputs that are with dashes on the well report submission/editing page So That I can simply copy a PID that contains dashes from a land title and paste it during a data entry in GWELLS. (similar to ticket 2028 for PID search)

Desired State: for a PID shown on land title or BC assessment site: 123-456-789. I can input the PID as 123-456-789 on well editing/submission page but it was recognized and recorded as 123456789 in the database (not consider the dashes).

Acceptance Criteria Given I have a PID with a dash in it, when I input it on the well editing/submission page its recognized and recorded without the dashes

Additional Context

• Matthew removed the dashes specifically from the search option, but this ticket should make it so the field filters those out on the well details pages
