add coords parameter to downscale function

Add a logical coords parameter to downscale function that when set to TRUE will include each downscaled points lat, long, and elev in the csv of results (this is mostly for use inside the app). Have default set to FALSE

@kdaust we had previously said "no" to Will's request for this functionality because it was redundant with the input table in an R workflow. but now with the climr app there is no input table for manual entry, so we need coordinates in the output.

mid priority. ideally done within a month or so. it is not holding us back from sending out for management approval, but we will want it before official launch.
