• There is no way to comment on a metadata records that has not been published.
• comments need to be vetted in order to be published.

this was first brought to my attention, before all the others. I was notified by one of our power users that a dataset, which was published today, exhibited the set of comments.

We reviewed the records did see the same comments. later revisiting the record, the comments were no longer there.
