POW fails to submit an order when order is made up of Restricted Dataset and Public downloadable dataset

TESTCASE

• THE SEQUENCE OF STEPS (ORDER) MATERS
• Start with an "incognito browser"
• Navigate to a restricted download dataset: IDIR or Name User restricted.
  • I use facets to find usable records.
  • activate the Geographic Dataset facet under Dataset types
  • activate the Government facet under Download permissions
  • I selected TEST BCeID Named User Restricted
  • Navigate to the BC Geographic Warehouse Custom Download Link -- ~~this will add the resource to your persistent storage (your order)~~
  • You will need to click the Access/Download button to add this to your order.
  • Close the window--the order will have been persisted.
• Navigate to a public downloadable dataset.
  • again I use the facets to find one.
  • activate the Geographic Dataset user Dataset types then Public under *Download permissions
  • I selected TEST PUBLIC DOWNLOAD CONFIGURED
  • Navigate to the BC Geographic Warehouse Custom Download Link
• Now submit your order: click the Access/Download button.
  • the POW will open and your two dataset should be included
• fill in your email address and click the ckeck box I agree to the terms and conditions
• click the Submit Order button

EXPECTED

• The order will successfully be submitted

ACTUAL

• The order fails to be submitted.
