Navigation needs to replace during new person workflow

With the new person workflow the "x" button in the top left to close the IAS person portion of the closes the screen resulting in you being back and the loading animation. I think this is meant to go back to the "Get your Person" screen where you start the workflow.

Use navigation.replace() when navigating so that "back" and "close" go to the right location.
