Document CredentialType registration error in troubleshooting guide

Last night while troubleshooting the affects of the platform issue, we encountered an error in the API when searching for and verifying credentials. It was complaining about a CredentialType registration does not exist.

It turns out the registration.registries.ca Credential Type was not showing up. Restarting the related BC Reg services re-registered the Credential Type and cleared the issue.

The issue affected search, auto-complete, and the /credential/{id}/verify endpoint.

The fact that the registration.registries.ca Credential Type was not showing up surfaced when using advanced search. registration.registries.ca did not appear in the Credential Type dropdown, until after it was re-registered.
