Hide API Provider content for non-API providers

For non-IDIR users, do not display the Namespaces (to be Gateways) tab.

For IDIR users who are only using the Portal for consuming APIs... is there a way to handle this better?

User Story

As a developer looking to consume APIs (especially if outside BC gov and without IDIR), I need to not see options which are unavailable to me, so I don't get confused.
