API Services Portal Issue

Extending #983: As an API provider sharing an API on the API Directory, I want to be able to provide an obvious link to more info on my API, so that potential consumers can find existing resources for my API.

There is no UX design for this feature, but the link should probably be a standalone button next to the name of the API (dataset), which is in the same location for both catalogue-linked and unlinked datasets.

The link could be pulled from the dataset resources or via a new field in dataset.
