Student: Add Modified Independent status to personal information tab

As a student user I want to have the modified independent status displayed on the FT application personal information tab So That I can see that my status has been approved. Similarly to disability status

Acceptance Criteria

• [ ] FT applications: Add "Modified independent status" label and field between the Phone number and Disability status sections on the personal information tab
• [ ] PT applications: Add "Modified independent status" label and field is hidden [TBD] or also displayed
• [ ] Ministry user: "Modified independent status" label and field are displayed when viewing the personal information tab for the student
