Institution: Update the offering view

As an institution user I want to be able to filter my offerings by program year and intensity (Part-time vs Full-time). This is important as it is becoming challenging to navigate the sheer number of offerings in a program to be able to work efficiently.

Acceptance Criteria

• [ ] Add a filter to the offerings view within a program that allows for filtering by intensity (Part-time or Full-time)
• [ ] Add a filter to the offerings view within a program that allows for filtering by program year

Additional Context

• This was promised for next program year at in person ASAP in april as i informed them it was not needed for last year.
