As a Ministry User I want when I add NPWD restriction to student profile So That I can keep a track of how many NPWTHD requests were processed for student I do not want system to display "Active restrictions" Banner on student profile

Acceptance Criteria

• [ ] If student has Active NPWD restriction on their profile, do not display "Active restrictions" Banner on student profile in Ministry view

**Current Behaviour: When Ministry user adds NPWD restriction to student profile, it has no impact on student account, but Ministry sees "Active restriction" banner on student account.
