Exceptional expense moved to application appeal

User story

As a student user i want to be able to submit an exceptional expense appeal from 2026-2027 program year and onward as an appeal form instead of as an exception. This is due to the nature of the appeal and how it needs to be reviewed and as a ministry request.

Acceptance Criteria

Base Criteria

• [ ] Create a new application appeal that needs to be submitted connected to an app
• [ ] This appeal form should only be available when connected to a 2026 - 2027 and forward application (should not be available for 25-26)

Backend/Camunda

• [ ] The output from the appeal should be identical to the exception and should add flat cost to the needs assessment based on the amount entered.
