[PENDING NPWTHD WORK] Legacy NPWTHD Handling from SFAS Data

As a Ministry User we need to have some app specific restrictions from SFAS placed into student profile in SIMS.

Acceptance Criteria

  • [ ] If student has an Active NPWTHD restriction in SFAS, ignore it and do not bring into SIMS
