IER12: Populate records when student data is updated

User Story As an integrated institution user, I expect that there will be an IER12 record for a an application under the following conditions:

1. A newly submitted application has been assessed.
2. An existing application has been reassessed.
3. The student’s personal data has changed.
4. Disbursement status and/or data has changed.

Acceptance Criteria

• [ ] If student's personal data has changed (student updatedAt) similar to SFAS integration or user updatedAt, include records in IER12

Technical

• [ ] Ensure updates to student and user tables are actually updated the audit columns.

Additional Context The other situations are populating the application/student info on the IER records.
