Institution Program Restrictions: Suspension (backend and Programs)

As a Ministry User I want to be able to add and resolve Suspension Restriction (SUS) to an Institution Program So That I can temporarily suspend a program.

Impact of SUS restriction on new offerings for restricted program and Program Banner

Acceptance Criteria:

• [ ] For Ministry and Institution User, display at the top of the page Banner following application patterns for placing for the restricted [program+location]:

This program is currently restricted

• [ ] Disable button "Add offering"
• [ ] IF SUS restriction is applied, no NEW public or private offerings are allowed for the restricted program. If Institution tries to submit a new offering, display the red Toast message and do not allow submission.

This program is restricted and no new offerings can be entered for this program.

• [ ] Allow to modify existing offerings
• [ ] Bulk upload: when restriction is active, validate against the program code and do not allow submission.
