Tracker Cards for Applications with Multiple Scholastic Standing

Update tracker cards when multiple Scholastic Standing Events are reported for the same application.

Acceptance criteria: FT application only

• [ ] If institution reports FT Unsuccessful completion followed by another FT Unsuccessful completion for the same application, display only one unsuccessful completion tracker card warning.
• [ ] If institution reports FT Unsuccessful completion followed by withdrawal or Early Completion for the same application for the same application, display the most recent and most important Banners on the top of the page:
