Scholastic Standing - No reporting prior to ecert going out

User Story As an institution user, I am able to report a scholastic standing event on a funded application after COE is confirmed and before the ecert is sent out. This can lead to situations where a student is penalized for a Withdraw/PTSSR having never attended or received funding to begin with.

Additional Context Other options can be used to clean up any errors like this (ministry cancels application before ecert or reverse scholastic standing) but this is preventative on the behaviour of the institution, which should reduce impact on ministry teams.
