Describe the Bug Books and supplies is displayed as (not eligible)

Expected Behaviour Actual books and supplies costs are available eg. $1500

** Steps To Reproduce**

Precondition: Offering is created with books and supplies costs e.g. $1500

Steps to reproduce the behaviour:

  1. Submit a happy path PT application
  2. Select "my application"
  3. Click "view" beside the application that you want to view
  4. Click "view assessment" on the tracker card to go directly to the NOA
  5. Select "assessment breakdown"
  6. Note the "assessed costs" table
  7. Note the books and supplies row
