FT assessment: Scholarship and Bursaries

In FT assessment, Camunda is not correctly displaying Scholarship and Bursaries amount. Please see the proposed solution at the bottom of the ticket.

@CarlyCotton Hi Carly, this will be a first step. It might resolve #4532 issue, but I am not sure at this time. I will need to run tests once this ticket is implemented. Thank you, Anna

Student declared $1000 from scholarships and bursaries. No prior PY scholarship and bursaries declared. A student can receive up to $1800 in scholarships and bursaries in a PY before they are counted towards contribution. I would expect this student to have $0 scholarship and bursaries contribution.

Is there something I'm missing from your testing here?
