Revise FT application Unsuccessful Completion week count (part 1 FT SS)
As an Institution User reporting Unsuccessful Completion for student FT application* I want *system to properly handle FT UC week counting and reflect FT Scholastic Standing policy rules. The PT and FT UC impacts will also need to be revised: separate ticket #2496. In prep for ticket #2197
Additional Context
- Currently SIMS does not differentiate and keeps count of PT and FT unsuccessful completion weeks together. According to policy they need to be tracked separately. If student reaches 68 weeks of FT UC weeks, they are restricted for future FT funding. In PT, any amount of PT UC weeks causes immediate restriction from future PT funding.
Acceptance Criteria

[ ] Create a new counter to count FT Unsuccessful completion (FT UC) weeks reported by Institution. Count of Unsuccessful weeks for PT and FT applications must be tracked separately.

- [ ] Display the Toast message to the institution when an Institution tries to report UC weeks for the application exceeding the amount of offering weeks:

Technical:
- Use existing query in student-scholastic-standings.service, adding groupBy "offeringIntensity" and making the method return both totals at once
Confirm with devs that event and not the PT counter triggers restrictions. If it is event, remove PT counter.

Assuming an offering has a total period of 10 weeks (offering end date minus offering start date), where 8 weeks are funded because we have study breaks, the question:
Can a withdrawal be reported up to 10 weeks or up to 8?
@andrewsignori-aot Signori, please allow Institution to report Unsuccessful completion for a total period of weeks, not just funded weeks. It can be a business decision from Institution to decided if they need to report total weeks or funded weeks. In your example, please allow institution to report up to 10 weeks.
