Exceptions: Add "End date" column and sort feature to Pending exception requests table

As a ministry user, I want to have an "End date" column and sort feature added so that I can quickly determine the exceptions that are most at risk of becoming past study end date.

Additional Context

• Requesting a column be added to the Exceptions tab based on END DATE.
• This would allow SCR agents to filter Exceptions based on those most at risk of becoming past study end date and requiring a subsequent FAED Appeal.
• Priority Medium/High

Acceptance Criteria

• [ ] Add "End date" column between the Application # column and Action column
• [ ] Add Sort widget (?) that has default/Asc/Desc options (same as current table)
• [ ] update all ministry dashboard lists with this column

[TBD] Should it be "Study end date" for consistency? "End date" is a better fit

Study End Date would be helpful, plans to shift PIR BEFORE exceptions to help make this more accurate (rather than after and having student provided data). May consider adding Study Start Date as well? Intensity? BA consult required???
