Ministry: Pending Offerings Queue

As a Ministry User I want *Institution pending offerings to go into separate queue in the Ministry Dashboard * So That I can see information about all outstanding pending offerings at glance.

Acceptance Criteria

• [ ] Create "Offerings" link under Institution Requests on the Ministry Dashboard

• [ ] When a new Institution Offering is created AND the status is "Creation Pending", the request shall land in Offerings Queue

• [ ] Keep the emails that are triggered by "Pending Offering" to Ministry: no changes required here

• [ ] When a Ministry User clicks Offerings display the "Pending Offerings" Page
• [ ] Display the following text under Pending offerings:

Offering requests that require Ministry review.

• [ ] Display a table with Date Submitted, Location Name, Program Name, Offering Name, Study Dates, Intensity, Offering Type, Study delivery, Status, Action.
• [ ] Allow to search on Offering Name
• [ ] Enable sort on Date Submitted, Intensity, Offering Type.
• [ ] Update "View" button icon to look like one on Program requests screenshot
• [ ] Do not display request if Program for which Offering was requested was deactivated

This is going to be considered as all "inactive" programs. This includes expired programs and deactivated programs.
