Student Notification - Email when COE Pending Near End Date & FAED Tracker
User Story As a student, I want to be strongly urged to connect with my institution when my application is nearing the study end date and COE has not yet been confirmed. This aligns with the student self-service model of SIMS and speaks to the impact of not having this done prior the study end date (FAED Appeal).
Acceptance Criteria
- [ ] Trigger an email notification to students when:
- At least one COE required on the most recent assessment of the application, AND
- Study end date is within 10 calendar days.
- [ ] This email will only go to students ONCE per assessment.

Subject: Urgent Action Required - StudentAid BC Email Body: Hello ((givenNames)) ((lastName)),
Your study end date is approaching in less than 10 days for ((applicationNumber)). This is a reminder that there are outstanding action items that must be completed by either yourself or your institution in order to finalize your financial aid.
To avoid delays or the need to submit a Funding After End Date (FAED) appeal, please ensure all required steps are completed before your study end date.

Additional Context Past study end date COEs are no longer going to be able to be seen or actioned by institutions (#2913). More students are not realizing that they need to take action prior to end date (or prompting their institution to complete enrolment) which creates a lot of work for students/ministry that could be better prevented.
Bumping for prioritization discussion given changes to Institution COE and prevalence of students not taking action prior to study end date.
