Content: Spousal income exception question updates

As a student user, I want the content updated for the spousal income exception question so that I have a clearer understanding of that the current year will be reviewed and not the previous year.

From SCR: We wanted the focus of the ticket to be more on the 2023 income not being in there, but if it will just be a wording change, our rough idea would be something like the below

Acceptance Criteria

  • [ ] Update the partner current year income to “If your spouse/common-law partner has had, or anticipates having a significant decrease in gross income for 2024, you may request to be assessed using your spouse/common-law partner's 2024 gross income instead of their 2023 gross income, that would be used by default.”

Add more content to the radio buttons

  • [ ] Update content for "Yes" to "Yes– I wish to make an exception request based on a decrease in my spouse/partner’s 2024 gross income."
  • [ ] Update content for "No" to "No– I will be assessed based on the default 2023 gross income."

WE need to add this to the appeal work for converting the exception to appeal. Keeping ticket till appeal ticket complete.
