Ecert Feedback Error - Update to include new codes [CARLYS TICKET]

User Story As a ministry user, I want to update the expected list of ecert feedback errors so I can ensure I'm accurately advising students on any blockers to their funding.

Acceptance Criteria

  • [ ] Update feedback error codes based on list from Finastra (update blocking/not blocking and add new ones)

Additional Context SBST-2707 - Received a new error in the file and it caused error in process. Requested more information from Finastra.
