Dependent exceptions dob issues

As a ministry user I don't want students confused when completing the application and thinking they can submit an exception they are not actually eligible for

Acceptance Criteria

[ ] generic date shift
[ ] conditional banner or notification based on todays date and a value that compares
[ ] Create a dob validation so when dependant is over 12 and not in school and no disability flagged the single parent question is not asked
[ ] Create a dob validation where the student does not have to submit appeal for disability on dependant when the dependant is under 12 years of age.

Additional Context We should not be asking these questions when they are not relevant to the scenario.
