Replace all PrimeVue packages/tables

User Story: As a SIMS team, we need to cutover from primevue to vuetify for tables.

Acceptance Criteria:

• [ ] replace primevue tables with vuetify
• [ ] start with overawards tables from primevue to vuetify
• https://dev.sims.studentaidbc.ca/student/student-overawards-balance
• [ ] continue with files in screenshot as time permits
• [ ] create new ticket with remaining primevue tables requiring conversion

Dev Notes

• DataTables with :lazy="true" will be converted to v-data-table-server
• Remove const DEFAULT_PAGE_NUMBER when cutover is complete.
• The following components/screens have been updated:
  • OverawardDetails.vue
  • SearchStudents.vue
  • SINManagement.vue
  • SearchInstiutions.vue
  • StudentLoanBalancePartTime.vue

QA Notes

• Page size options for all converted datatables will be 10/25/50/100 for consistency with existing Vuetify data tables.
• Mobile support was added to all converted tables
• As agreed to in Standup, Search Institutions was update to use client-side pagination
