Epic: Non punitive withdrawal
According to policy, in certain circumstances student can request withdrawal to be considered a non-punitive withdrawal (NPWTHD). A non-punitive withdrawal is not counted towards the student's eligibility for further StudentAid BC funding.
Policy Rules:
- Applies to both PT anf FT
- A non-punitive withdrawal is not counted towards the student’s eligibility for further StudentAid BC funding. A non-punitive withdrawal occurs when one of the following conditions applies: • The student is withdrawn due to a post-secondary institution closure as outlined in Section 9.4: Interruption of Study; • The student did not attend classes at all and repaid the disbursement in full within 30 days; Chapter 9: Maintaining Eligibility • The student attended classes for 10 days or less and repaid the disbursement in full within 30 days; or • The student received funding for two semesters, completed their first term/semester, including exams (if applicable), and either did not return to full-time studies or attended 10 days or less in the next term/semester. The second disbursement was not issued or was repaid in full within 30 days

September 19th response from policy: Thank you for reaching out for clarification on this issue. As you point out, there are a couple of potential triggers for the 30-day repayment period to begin, and we’ll be clarifying/simplifying that in the Policy Manual. For that, as well as for your purposes, it is the study period start date that serves as the start of the 30-day period. In addition, it may be relevant to the process being built in SIMS to note that there is also the possibility for students to appeal for additional time to repay the funds, which is 45 days.
Plan for executing NPWTHD in SIMS:
- Institution reports withdrawal
- Student can submit NPWTHD form request via Forms (application specific)
- Request lands in a separate Ministry Forms Queue. They would like a separate queue, as number of NPWTHD is in high 100s - early 1000s according to Service Delivery
- SD will review request: manually resolve or delete restrictions, manually adjust overawards. Manually add NPWTHD. NPWTHD restriction will have no effect.
- Ministry approves NPWTHD request -- > message to the student about success (email + tracker card) . Form status is saved under Completed Changes in application and Forms History.
- Ministry declines request -- > message about failure (email + tracker card). Form status is saved under Completed Changes in application and Forms History.
- Forms submissions and decision history is available for both Students and Ministry.

Considerations:
- SIMS allows to report withdrawal after COE before disbursement
Additionally: Create separate ticket to display Scholastic Standing history to the Ministry and Student -- > very helpful to those on the phone and advising student what to do next based on SS history
