As a student I want clear warning banner messaging directing me to the appropriate account page.

Acceptance Criteria

• [ ] Update text on warning banner populated as a result of restrictions with "warning" notification type.
• [ ] Revise banner title from "Your account has a warning" to "Warning"
• [ ] Update text to the following:

Check your account activity page for important updates regarding your account.

• [ ] Revise "View activity" button to "View account activity"
