Student application tracker shows warning progress bar on re-assessment waiting for COE

Describe the task Student application tracker has an existing logic to show Warning progress bar for applications if they have one or more failed validations blocking e-cert.

This situation is applicable only for applications in Completed status.

When the application is reassessed and the the first pending disbursement for the new assessment is waiting for COE to be confirmed, the application tracker progress bar is displayed as warning. This is because the API returns hasECertFailedValidations as true based on all e-cert conditions and precisely due to NonCompletedCOE.

But we do not display the blocking disbursement tracker card for COE not completed.

Hence we should exclude NonCompletedCOE in the list of validations considered for blocking disbursements with respect to application tracker. Waiting for COE has it's own exclusive card.

Acceptance Criteria

• [ ] Create a new property corresponding to the list of e-cert blocking validations that are notified in the tracker.

Question When disbursement is blocked due to COE not complete students will receive email, but if they come and visit the application tracker the banner will not look same if they have other blocking reasons like 0 awards or MSFAA canceled etc..
